Assisting the GAHS with the establishment of a Private Sector Quality Standards and Development Department within its Division of Health Affairs within a six months time frame commencing February 2005. This follows on the decision by the Government to transfer full responsibility for the private health sector from the Federal UAE Ministry of Health to the GAHS, Abu Dhabi. The phase 1 project activity includes inception and work planning, situational analysis and evaluation, developing the legal framework, governance and policy, structure of the new department, function and systems development, quality and strategic planning and determination of subsequent phases of work.

VHA Global was able to draw heavily on the experience and expertise of the Victorian public health sector to secure and ensure the implementation of this project.

WLL (Qatar) was the contracting entity, responsible for providing Hamad Medical Corporation (HMC) with a detailed strategic plan for the five year period 2006-10 and the strategic direction for the next ten years.
